Distinct error returned by run_migrations when the DB is newer than this binary supports. Surfaced to the user with a friendlier message than a generic SQLite error.

The highest schema version this binary knows how to produce. Bump this in lockstep with each new migrate_vN_to_vM (and add the matching if current_version < N line in run_migrations).
